The Issue

In 2023, the Rural Housing Readiness Action Plan, facilitated by ISU Extension and sponsored by Grow Fairfield, the City of Fairfield and Iowa Economic Development identified the crucial need for immediate Workforce Housing.

In the spring of 2024, Grow Fairfield established the Neighborhood Revitalization Committee to identify ways to utilize infill development to benefit the community and list steps and strategies to implement this type of development.

  • Step 1.
    Engagement Through Public-Private Partnerships

    Community Partnership
    • In 2023, Grow Fairfield, the City of Fairfield and IEDA engaged ISU Extension to facilitate a Rural Housing Readiness Action Plan.
    • Work began to find a solution to Fairfield’s Housing Needs.

  • Step 2.
    Assessing the Need

    Steering Committee Formed:
    • Appointed by Mayor Boyer.
    • Studied demographic, economic, and housing data for Fairfield
    • Members came from all aspects of Fairfield’s diverse economic base.
    • Received 1,205 public responses.
    • Unprecedented number of comments showed an engaged and invested community.

  • Step 3.
    Strategic Plan - Responding to Urgent Housing Need

    Grow Fairfield Economic Development Association:
    • Board of Directors identified Fairfield’s Urgent Housing Need #1 Strategic Priority
    • Board of Directors moves to form the Neighborhood Revitalization Committee
    • Committee plans to build new housing and engage the city to create new housing policy

  • Step 4.
    Innovative Solutions

    • Grow Fairfield formed the Fairfield Economic Develop Foundation as a local investor group to demonstrate pride in the community.
    • The Build Fairfield Event gathered local builders, developers, contractors and realtors to learn about State and Federal Incentives.
    • The City of Fairfield adopted an Urban Renewal Plan

  • Step 5.
    Measurable Results

    Grow Fairfield:
    • Identified the Homes for Iowa program as a possible solution to infill.
    • Purchased a vacant lot from the City of Fairfield.
    • a 1200 square foot house completed in fall of 2025.

  • Step 6.
    Future

    Sunrise Trail Subdivision and Neighborhood Revitalization Project Timeline:
    • Summer 2025 – TIF supported infrastructure begins on Sunrise Trail Subdivision.
    • Fall 2025 – Two HOMES FOR IOWA. built on vacant lots become available for purchase.
    • Winter of 2025 – Three additional HOMES FOR IOWA ordered for 3 vacant city lots.
    • Spring of 2026 – Sunrise Trail Subdivision Lots ready for single family home development.
    • Spring of 2026- Three new single family homes on three previously vacant lots completed.
