The Regional Housing Trust Fund offers low-or- no-interest loans (sometimes with no monthly payments due) for all sorts of home repairs, big or small. So whether you’re in need of a new roof? a new furnace? new windows? and more! We can help.

The AHEAD Regional Housing Trust Fund (RHTF) is an affordable housing home improvement program that assists in financing home improvements while assisting in improving the quality of affordable housing stock in our 6-county region, including Jefferson County, Iowa.

Projects eligible for AHEAD RHTF funds include those that improve the condition of existing housing through rehabilitation and/or repair, to prevent homelessness or contribute to the development of affordable housing. Only projects that retain and improve the structural integrity of the home will be funded.

Guidelines and Applications

First-Time Homebuyers Program

This housing revolving loan fund loans up to $10,000 to assist first-time homebuyers (anyone who has not owned a home in 3 years) with down payment, and/or closing costs on the purchase or construction of a home.

To date the program has helped over 100 individuals and families in our regional neighborhood realize the dream of home ownership. Loan applications are taken at any time.

Homes for Iowa

Area 15 RPC is partnering with Homes for Iowa, Inc. (HFI), a new nonprofit organization which aims to increase the supply of affordable housing in rural areas. In partnership with Iowa Prison Industries, houses are being constructed at a new Housing Production Center at the Newton Correctional Facility which allows inmates to learn trade skills such as plumbing, electrical work, and carpentry.

The homes, with an estimated final sales price of $130,000-$175,000, will be purchased directly from HFI and delivered to the designated site and made available to households earning up to 100 percent of the state-wide median income (per household size).
